United Federation of Planets. It's the galaxy wide political conference, basically. Every planet in the Federation has an Ambassador to the Federation that talks on behalf of their planet.

Last of his kind actually. He's constantly saving worlds, rescuing civilizations, and doing an awful lot of running. Saved earth plenty of times from what I've heard, but since he does so much behind the scenes, he never really gets a proper word of thanks.
